He says "through better communication and information" society can "learn to live together more peacefully." He also claims that although the Bureau of Standards is "doing some very impressive work in the area of security, and maintaining the integrity of computer programs," it will continue to become more demanding in the future. He warns "It is not only computers that can be used for good or evil. The temptation to make one's fortune in this world through illegitimate tampering with computers and computer programs will be too much to resist." He urges cooperation with the Bureau of standards to minimize those issues.
