Brooks discusses the federal funds used to develop the very first computer and how the initial "agency by agency independent approach" regarding computer technology and use was "grossly inefficient." He says "The almost endless mismanagement problems are documented in the hearings of the Government Activities Subcommittee and the 105 reports completed by the Comptroller General between 1958 and 1965."
