Due to congressional redistricting caused by the 1965 Martin v. Bush Supreme Court ruling, Brooks went from representing 416,000 people in the 2nd district to representing 457,000 people in the 9th district. He explicitly references this change in an annotation next to a paragraph regarding the increased responsibilities of Representatives due to population growth.

The original legislation was inspired by the "Saturday Night Massacre" during the Watergate scandal, and was reauthorized twice during the Reagan Administration, but expired due to filibuster threat by Senate Republicans. Brooks criticizes former Attorney General [Barr] for his refusal to use Independent Counsel in the past, including during the INSLAW investigation, when there were allegations of criminal conspiracy by Justice officials documented by two Federal Courts.
