The draft, written by Jack Brooks, announces the findings of an ad hoc subcommittee regarding allegations by the Teamsters Union and leader James R. Hoffa against the Justice Department. After hearing testimony, the subcommittee determined that the allegations by the Teamsters Union had no basis in fact. Brooks was a member of this five member subcommittee, as well as the official, ten member subcommittee that later replaced it.
