Due to congressional redistricting caused by the 1965 Martin v. Bush Supreme Court ruling, Brooks went from representing 416,000 people in the 2nd district to representing 457,000 people in the 9th district. He explicitly references this change in an annotation next to a paragraph regarding the increased responsibilities of Representatives due to population growth.
