A statement, annotated by Jack Brooks, discussing the problems associated with two year terms for Representatives in Congress. It proposes a four year term instead. Due to congressional redistricting caused by the 1965 Martin v. Bush Supreme Court ruling, Brooks went from representing 416,000 people in the 2nd district to representing 457,000 people in the 9th district. He explicitly references this change in an annotation next to a paragraph regarding the increased responsibilities of Representatives due to population growth.

Jack Brooks was the chairman of the subcommittee and engaged in a lengthy investigation of the FAA. Four months after this report was released, the plane carrying the Marshall University football team crashed in Huntington, West Virginia killing all on board.
