A draft of a constituent survey commissioned by Jack Brooks during the 1968 election in order to better understand the needs of voters in the 9th district. Brooks's original district, the 2nd district, was redistricted into the 9th district in 1966 after the Supreme Court ruled in Wesbery v. Sanders that congressional districts had to be close to equal in population. Brooks lost 8 out of the 9 east Texas counties he originally represented in this redistricting. In the 1966 election in the 2nd district, Brooks ran unopposed and won. In the 1968 election in the new 9th district, he ran against Henry Charles Pressler, and won with 60.9% of the vote. The draft includes a question regarding gun control, which in a corresponding note, Brooks recommends removing and replacing with a question about race relations.

A copy of the Equal Employment Opportunity Commission's (EEOC) decision regarding unlawful employment practices under Title VII of the Civil Rights Act of 1964 at the Neches Station of Gulf States Utilities. The document lists the Charging Parties vs. Gulf States Utilities Company, Port Neches, TX. A summary of the charge indicates that the Neches station continues to segregate its employees and "employs testing procedures that discriminate against Negroes in violation of Section 703 (a) (1) and (2) of Title VII of the Civil Rights Act of 1964." The Neches station of Gulf State Utilities was in Port Neches, Jefferson County, which was part of Brooks's district.

White proposed an amendment to the Voter Registration Act that would make Texas exempt from the Act, while receiving federal funds for their own program. The Act was intended to create a federally mandated system that would allow voters to register by mail. Texas already had a similiar program in place at the time.
