Jack Brooks was the chairman of the Government Activities subcommitte of the Government Operations Committee. This resolution authorized Brooks to issue subpoenas to individuals who could furnish information related to the expenditure of federal funds on the private properties of Presidents Harry Truman, Dwight Eisenhower, John Kennedy, Lyndon Johnson, and Richard Nixon. Brooks was investigating the expenditure of public funds on President Nixon's private homes in Key Biscayne, FL and San Clemente, CA.
