Howard Hicks, Vice President of the Beaumont Chamber of Commerce, writes to Jack Brooks regarding the Judiciary Committee's decision to cite three Port of New York Authority officials for contempt of Congress. The governors of New York and New Jersey refused to allow the Port Authority officials to furnish records requested by the Judiciary Committee. Since the Port Authority is under state jurisdiction, the governors believed that the federal government was overstepping its jurisdiction by requesting these documents. Hicks explains that the Chamber of Commerce is concerned that such a precedent might lead to the federal government claiming jurisdiction over local municipal matters.
