The note alerts Jack Brooks to the successful delivery of his letter to the Secretary of State, Henry Kissinger. Brooks wrote the letter to confront Kissinger on his failure to respond to Brooks's request to have the former ambassador to South Vietnam, Graham Martin, testify before a Government Operations subcommittee. The subcomittee was scheduled to hold hearings regarding the evacuation of South Vietnam. Brooks was the chairman of the Government Operations Committee.
