Remarks given by Congressman Jack Brooks at the Computer and Business Equipment Manufacturers Association's Spring Meeting in White Sulphur Springs, West Virginia. Brooks is honored by the association. He expresses hopes that computer technology can be used for real social improvement. He says "through better communication and information" society can "learn to live together more peacefully." He also claims that although the Bureau of Standards is "doing some very impressive work in the area of security, and maintaining the integrity of computer programs," it will continue to become more demanding in the future. He warns "It is not only computers that can be used for good or evil. The temptation to make one's fortune in this world through illegitimate tampering with computers and computer programs will be too much to resist." He urges cooperation with the Bureau of standards to minimize those issues.

The Economic and Commercial Law subcommittee of the Judiciary Committee investigated whether the merger would create a monopoly. Brooks sought to gather information from the CEOs of the major networks involved. He acknowledges that government oversight operations used to work in complement with the Executive Branch, but the Reagan Administration has been oppositional.
