The fax was sent from Texas Secretary of State Mark White to Representatives Richard Crawford White and Jack Brooks. It comments on the success of voter registration by mail in Texas. White proposed an amendment to the Voter Registration Act that would make Texas exempt from the Act, while receiving federal funds for their own program. The Act was intended to create a federally mandated system that would allow voters to register by mail. Texas already had a similiar program in place at the time.
