Due to congressional redistricting caused by the 1965 Martin v. The original legislation was inspired by the "Saturday Night Massacre" during the Watergate scandal, and was reauthorized twice during the Reagan Administration, but expired due to filibuster threat by Senate Republicans. Brooks criticizes former Attorney General [Barr] for his refusal to use Independent Counsel in the past, including during the INSLAW investigation, when there were allegations of criminal conspiracy by Justice officials documented by two Federal Courts.
