Brooks explains the "uncoordinated" approach taken by the Federal government in regard to computer use and procurement bore the passage of Public-Law 89-306, which called for government-wide coordination in automatic data processing. Brooks says progress since then has been slow and that computer compatibility in government, private businesses and industries "merits much greater effort," and is suffering from "a lack of urgency," among many other problems.
