[Decree issued by the Permanent Deputation convoking the congress to hold extraordinary sessions to open on August 11 and a preparatory meeting on the 9th. Measures shall be dictated for the safety of the federation, the permanent restoration of the public tranquility interrupted by the collision of the supreme national authorities and by the uprising invoking religion as pretext which is now safe and for the avoidance of external overthrow.
