Memorandum to Congressman Jack Brooks for a meeting request from House Appropriations Committee staff members, Keith Mainland and Hunter Spillan, regarding progress on standardized fiscal and budgetary systems in the Office of Management and Budget (OMB) and the General Accounting Office (GAO). They advise Congressman Brooks that the OMB "has no intention of developing a [computer] informational system," and says "some other agency will have to," as they do not feel they are equipped to handle the task. They asked for leadership from Brooks on the matter to "straighten out the mess we are in."
