A copy of the Equal Employment Opportunity Commission's (EEOC) decision regarding unlawful employment practices under Title VII of the Civil Rights Act of 1964 at the Neches Station of Gulf States Utilities. The document lists the Charging Parties vs. Gulf States Utilities Company, Port Neches, TX. A summary of the charge indicates that the Neches station continues to segregate its employees and "employs testing procedures that discriminate against Negroes in violation of Section 703 (a) (1) and (2) of Title VII of the Civil Rights Act of 1964." The Neches station of Gulf State Utilities was in Port Neches, Jefferson County, which was part of Brooks's district.

The disaster was the deadliest industrial accident in United States history. The Senate drafted legislation to provide compensation for the victims in 1955 after the Supreme Court ruled against a class action lawsuit brought on their behalf. Brooks worked to make the victims the beneficiaries of the legislation, rather than insurance companies and large corporations.
