The fax was sent from Texas Secretary of State Mark White to Representatives Richard Crawford White and Jack Brooks. It comments on the success of voter registration by mail in Texas. White proposed an amendment to the Voter Registration Act that would make Texas exempt from the Act, while receiving federal funds for their own program. The Act was intended to create a federally mandated system that would allow voters to register by mail. Texas already had a similiar program in place at the time.

Texas Governor Price Daniel writes to Jack Brooks regarding the Judiciary Committee's decision to cite three Port of New York Authority officials for contempt of Congress. The governors of New York and New Jersey refused to allow the officials to furnish records requested by the Judiciary Committee on the grounds that the Port Authority is under the jurisdiction of the state, rather than federal, government. They believed that by requesting these documents, the federal government was overstepping its jurisdiction. In the letter, Daniel expresses worry that this situation threatens the jurisdiction of state governments.
