The conference followed Briscoe's issuance of Executive Order No. 38, which created the Committee on Problems of the Handicapped. In his speech, Brooks highlights legislation in recent years that provide services and legal protections for handicapped individuals, including the Rehabilitation Act of 1973 and the Education of All Handicapped Children Act of 1975. He describes additional amendments and bills to support handicapped individuals and promises to continue supporting such legislation.
