A note for Jack Brooks from his staff to let him know that Howard Hicks, the head of the Beaumont Chamber of Commerce, called Brooks's office regarding the fact that the Sabine-Neches waterway project was authorized, but no funds were set aside to pay for the project. An amendment to the note states that Brooks contacted the Army in order to appeal the decision, but did not make any headway on the matter.
