Jack Brooks sends Octavio Ochoa Ochoa, President of Confederacion Nacional Ganadera of Mexico, a pen used by President Lyndon B. Johnson to sign H.R. 14888. This legislation authorized the Secretary of Agriculture to cooperate in screwworm eradication with Mexico. Brooks mentions that their mutual friend, Dolph Briscoe, Jr., was present at the signing.
