Oral history of Rick Lowerre, an environmental attorney, conducted by David Todd on July 31, 2020. Lowerre served as counsel and president of the Caddo Lake Institute for many years, and was deeply involved in efforts to restore the paddlefish, and the environmental flows that support it and other parts of the Caddo ecosystem. His life and career and his involvement in efforts to restore the paddlefish in Texas are discussed in this interview.
