A copy of the Equal Employment Opportunity Commission's (EEOC) decision regarding unlawful employment practices under Title VII of the Civil Rights Act of 1964 at the Neches Station of Gulf States Utilities. The document lists the Charging Parties vs. Gulf States Utilities Company, Port Neches, TX. A summary of the charge indicates that the Neches station continues to segregate its employees and "employs testing procedures that discriminate against Negroes in violation of Section 703 (a) (1) and (2) of Title VII of the Civil Rights Act of 1964." The Neches station of Gulf State Utilities was in Port Neches, Jefferson County, which was part of Brooks's district.

The Eubanks' express their disapproval of campus protests and resultant opposition to the lowering of the voting age to eighteen. The 26th amendment to the Constitution, lowering the voting age to eighteen, was ratified the following year.
