The document lists the Charging Parties vs. Gulf States Utilities Company, Port Neches, TX. A summary of the charge indicates that the Neches station continues to segregate its employees and "employs testing procedures that discriminate against Negroes in violation of Section 703 (a) (1) and (2) of Title VII of the Civil Rights Act of 1964." The Neches station of Gulf State Utilities was in Port Neches, Jefferson County, which was part of Brooks's district.
