Copy of a letter from Robert L. Randolph, Director of Compliance for the Equal Employment Opportunity Commission (EEOC) to William E. Heaner, Jr., Director of Industrial Relations at the Neches Station branch of Gulf State Utilities. The letter informs them that the EEOC has reasonable cause to believe that they have engaged in unlawful employment practices under Title VII of the Civil Rights Act of 1964. A copy of the Commission Decision is enclosed with the letter [camh-dob-001210]. Randolph informs Heaner that a conciliator will contact the parties to discuss means of correcting the discrimination and avoiding it in the future. The Neches Station of Gulf State Utilities was in Port Neches, Jefferson County, which was part of Brooks's district.
