A statement, annotated by Jack Brooks, discussing the problems associated with two year terms for Representatives in Congress. It proposes a four year term instead. Due to congressional redistricting caused by the 1965 Martin v. Bush Supreme Court ruling, Brooks went from representing 416,000 people in the 2nd district to representing 457,000 people in the 9th district. He explicitly references this change in an annotation next to a paragraph regarding the increased responsibilities of Representatives due to population growth.

Jack Brooks's handwritten notes keeping track of the vote count for the Democratic Caucus House Majority Leader. The first vote was between Richard Bolling, Phillip Burton, Jim Wright, and John McFall. McFall was eliminated after the first vote, and Bolling was eliminated after the second vote. Jim Wright ultimately beat Phillip Burton by one vote, 148-147, to become House Majority Leader. Wright would later succeed Tip O'Neill as Speaker of the House in 1987.
