[This decree, approved November 21, 1833, by president Santa Anna, and promulgated the same day by Carlos García; repeals article 11 of the colonization law of April 6, 1830, which authorized the government to spend necessary funds for the colonization of the territories of the country, and authorized the erection of forts on the frontiers.
