Texas Secretary of State Mark White called Jack Brooks to propose an amendment to the Voter Registration Act exempting Texas from the Act, while receiving federal funds for their own program. The Act was intended to create a federally mandated system that would allow voters to register by mail. Texas already had a similiar program in place at the time.
