Note summarizing a call from Texas Secretary of State Mark White. White describes why he believes that states with their own voter registration programs in place should be exempt from the Voter Registration Act. The Act was intended to create a federally mandated system that would allow voters to register by mail. Texas already had a similiar program in place at the time.
